Customs statements are the forms most countries require when citizens, visitors, or goods enter the country's borders. The purpose of the declaration form is to state what goods are brought into the country, as some countries may have import quotas (limits), customs or excise, or entry restrictions on some items. This form is also used to calculate the applicable tariff or charge.

Type of form

  • If traveling with your goods, this form is called a custom arrival card, or a landing card, or an entry voucher. Travelers or family members are required to complete the form, sign it, and then submit it to the customs and/or border protection before arriving in the country. Most countries require declarations: alcoholic beverages, tobacco products, animals, fresh foods, plant materials, seeds, soil, meat, and animal products.
  • If the goods are shipped, one must use another customs declaration form, such as: commercial invoice, or pro forma invoice, import statement form, ATA Carnet, or re-export declaration. Incoterms on this form determines delivery and customs notices. For example, many forms require Hs code (harmonization code), which helps determine the type of goods and associated tax rate, if any. Also, forms usually require the importer to record the country of origin of the goods and sometimes require a certificate of origin. These shapes can also be used when hand carrying goods across the border. Form errors may cause delays or seizure of goods. Therefore, importers often use customs brokers to remove goods through customs.
Who should fill out the customs declaration form?

Some countries require a customs declaration form from every person traveling with imported goods; some other countries need only one form per family that comes along. Families are usually defined as family members living in the same household, which are related to marriage, adoption, blood, or household relationships. International aviation travelers are often required to complete a form card and present a special form with their passport at an immigration checkpoint.
